Along with these two qualities, the perfect eyeliner also has to have the most precise tip for a smooth application that will make applying an eyeliner a complete charm. Fine tip eyeliners also let you create error-free lines that do not end up smudging, and if the tip is flexible, you can guide it as per your style with ease.
Revlon's Colorstay Skinny Liquid Liner in 301 'Black Out' is described by the drugstore brand as a smudge-proof ultra-thin eyeliner that lets you stay in control and create sharp and steady lines that won't wear off for 10 hours. It comes with a superfine 0.1mm tip to create the ultimate skinny line and its inky color gives a great bold and dramatic hue as well.
The charm of the eyeliner remains its brush-like fine felt tip, which does not create uneven strokes but provides a flawless finish. The liner is also ophthalmologist-tested and comes in three shades including black, mahogany and navy, and I tried the black one called '301 Black Out'.
Available at most drugstores and Revlon kiosks and online, the Colorstay Skinny Liquid Liner costs $8 and comes in a decent travel-friendly packaging with a screw-on cap. For the price, you get 2.5 ml of product which will last you a couple of weeks. One of the best things about this eyeliner is the tip which neither feels too stiff nor feels absolutely flimsy - it is just one of the liners that can be used with ease by both beginners and professionals.
After application, the eyeliner gives a matte finish, which I like rather than those glossy ones, but beware - the liner is not waterproof and is transferable, so you will have to be rather careful not to accidentally rub your eyes. For oily skin, especially in the summer months, it is advised to apply a setting powder on your lids or matte eyeshadow before applying this eyeliner, so it can last you a long time.
Those will normal to dry skin will love this eyeliner for its longevity, and those with oily skin will also not be disappointed if a powder if used first. However, if you live in rainy climates, you may want to steer clear of this product as it is not entirely smudge-proof as it claims. It also comes off easily with any makeup remover or micellar cleansing water, and does not stain the skin.

Will I be repurchasing it? Yes, because the fine felt tip is the best one I have so far seen in both drugstore and high-end liquid eyeliners.
